Inaugural Session, Manchester Town Hall, 23rd July 2010, 11.30am – 1.30pm
This inaugural session marked the first of four in-depth investigatory meetings that
will be held around the country. Our panel of experts, led by the Chair Peter Oborne,
Chief Political Commentator at the Daily Telegraph, visited the Intensive Alternative
to Custody project in Manchester. The IAC is a two year pilot targeting 18-25 year
old male offenders who have tended to be the hardest to rehabilitate and engage with.
The visit was followed by an evidence gathering and discussion session held at the
Manchester Town Hall and attended by an audience of over fifty participants working
in and around criminal justice in the Manchester area.
Evidence at the session was given by:
Garry Shewan, Assistant Chief Constable for Greater Manchester Police
Chris Noah, Deputy Chief Executive of Manchester Probation Trust
Michael Hyman, Magistrate and Councillor for Trafford
Susan Puffett, Head of Reducing Reoffending, Salford Council
Paul Pandolfo, Project Manager, Manchester IAC
Edward, currently serving an IAC order in Manchester
